The bosses in Fire Emblem may be defeatable, but that doesn't mean without sacrifice. If you try to kill the Fire Dragon with low leveled units, you will lose.
Levels are easy to gain, as long as you have battle plans and strategies.
The hardest boss in the game would be the Fire Dragon. By that chapter, you should have most of your units above level 14. lords should be level 17, 2nd class.
