Sephiran is a major character in both of these games, and is known as the chancellor of Begnion. His skill in magic and the staff surpasses all that oppose him, and he also teaches Zelgius.
Sephiran also has a great bond with Sanaki, the apostle of Begnion. Since she was a child he has nurtured her and seen her grow into the young adult that she became. Later in the game you learn that he is not who he says he is, and that he, in fact, intended on provoking the goddesses to show their might upon Tellius. He is, in fact, Lehran. He sees humanity doing the wrong, and that they should be dealt with appropriately.
